France Desmarais

Since September 2018, I am helping develop and manage ALIPH -a new Swiss fund set-up as an international organisation- as Deputy Executive Director and Scientific & Grants Director.

From 2010 to 2018 I was the International Council of Museums’ (ICOM) first Director of Programmes & Partnerships, where I developed and led the organization’s work in ethical museum practice, in training for museum professionals, in emergency preparedness and response for museums, and in fighting against illicit traffic in cultural goods.

Accomplishments in my role at ICOM include:
- Publishing ten of the renowned Red Lists of Cultural Objects at Risk.
- Creating the International Observatory on Illicit Traffic in Cultural Goods.
- Contributing, with Prof. François Mairesse, to drafting the UNESCO "Recommendation for the Protection and Promotion of Museums and Collections, their Diversity and their Role in Society".
- Editing the book "Countering Illicit Traffic in Cultural Goods: The Global Challenge of Protecting the World's Heritage".
- Writing a report on the protection of cultural heritage in conflict and in occupation, commissioned by the Intergovernmental Committee for the Protection of Cultural Property in the Event of Armed Conflict.
- Being named, on a personal basis, on the Advisory Board of the new Cultural Protection Fund of the British Council.
- Being named, also intuitu personae, on the Scientific Committee of the International alliance for the protection of heritage in conflict areas Fund chaired by the CEO of the Louvre museum.

I was the organisation’s spokesperson for cultural property protection and museums. I was also Permanent Secretary of ICOM's Disaster Risk Management Committee, of ICOM’s Ethics Committee, and an active Blue Shield Executive Board member.

Prior to joining ICOM, I have lived and worked in Central Africa, the Middle East, lecturing at Lebanese University, as well as in Canada where I was Head of Strategic Initiatives at the McCord Museum.
